Eligibility for Military Funeral Honors

All branches of the United States Armed Forces will honor veterans with military funeral honors. These honors are free of charge to the family and required by law for eligible veterans. In order to provide honors, eligibility will need to be verified by the veterans DD-214 or other discharge papers.

Eligible members include the following:

  • Military members on active duty or in the Selected Reserve.
  • Former military members who served on active duty and departed under honorable conditions.
  • Former military members who completed at least one term of enlistment or period of initial obligated service in the Selected Reserve and departed under honorable conditions.
  • Former military members discharged from the Selected Reserve due to a disability incurred or aggravated in the line of duty.

Standard Military Funeral Honors

At a minimum, eligible veterans are entitled to the folding and presenting of the American flag and the playing of Taps by a bugler or recording. These honors can be performed at the funeral home, a church or other place of service or a cemetery, but can only be held once. Traditionally, these honors are performed by an honor guard detail consisting of at least two members of the Armed Forces. One member must be a representative from the branch in which the veteran served.

For those veterans being laid to rest at Ohio Western Reserve National Cemetery in Rittman, Ohio, it is not uncommon for the military honors to include a three-volley rifle salute to represent duty, honor and country. This three-volley rifle salute is different than a 21-gun salute and is provided generously by local VFW and American Legion posts. For those being laid to rest at a private cemetery, the funeral home will attempt to arrange for a three-volley rifle salute, however, if the veteran was not part of a VFW or American Legion, this may be difficult to obtain.

Veteran Benefits

A Presidential Memorial Certificate. This is a certificate expressing the nation’s recognition of the veteran’s service. The veteran’s name is inscribed, and the certificate bears the signature of the President of the United States.

  • Headstones or Markers: The VA provides headstones or markers for the graves of American veterans anywhere in the world and for eligible dependents of veterans buried in national, state or military cemeteries.
  • Memorial Plots: If an eligible veteran’s remains are not available for burial, the VA will provide a grave plot and headstone or marker in a national cemetery for memorialization. If they wish to place the memorial in a cemetery other than a national cemetery, a headstone or marker will be provided but the plot itself.
  • Burial in a VA national cemetery. Burial in the national cemetery includes the grave, as well as the opening and closing of the grave, a government grave liner (burial vault), a headstone and perpetual care.

he National Cemetery Administration (NCA) is accepting claims and supporting documents electronically. Applicants may now use QuickSubmit to submit forms and evidence for memorial benefits through access.va.gov.

What is QuickSubmit?

QuickSubmit is an electronic tool that provides the most convenient, secure, and safest way for veterans, their family members, and veterans’ advocates to submit claims and evidence to NCA electronically.

What to submit to NCA via QuickSubmit? 

  • VA Form 27-2008, Application for United States Flag for Burial Proposes
  • VA Form 40-1330, Claim for Standard Government Headstone or Marker
  • VA Form 40-1330M, Claim for Government Medallion for Placement in Private Cemetery 
  • VA Form 40-0247, Presidential Memorial Certificate Request Form
  • VA Form 40-10007, Application for Pre-Need Determination of Eligibility for Burial in a VA National Cemetery
  • Death certificates
  • Discharge documents
  • Documents/Evidence requested by NCA to support pending claims

How to get started

Please visit access.va.gov to submit your information using QuickSubmit. You will be instructed to register during your first sign-on attempt. 

Select the appropriate User Type button on the User Identification screen: Veteran, Veteran Family Member, or VSO/VA Business Partner (e.g., officer, attorney, or claims agent). 

Once your registration is complete, you will be able to upload your documents electronically online using QuickSubmit. 

Once logged into QuickSubmit, when submitting documents be sure to select NCA under organization. 

Under Benefit Claim Type tab, be sure to select National Cemetery Administration.
